IMPACT
T Hoxha received her withheld mail, was added back onto her recreational classes and received written evidence that her library job removal was because the Joint Extremism Unit deemed her a "terrorist/extremist", unlawfully using the proscription of Palestine Action to justify this. A huge thank you to the thousands of you who emailed and called the prison to pressure them.
BACKGROUND
T Hoxha is one of the Filton24, she was arrested under counter terrorism powers in a dawn raid in November 2024 and charged with criminal damage, aggravated burglary and violent disorder in relation to an action taken at Elbit Systems factory in Bristol, Filton. The activists are alleged to have destroyed £2 million worth of weapons being sent for use in the Gaza genocide. T has been in prison for the last 9 months without trial.
On Monday 11 August, T started a hunger strike at HMP Peterborough due to many of her fundamental rights being unjustly denied from her. The other Filton24 prisoners at HMP Peterborough have been told that they have been reclassified as ‘terrorists’ and is the reason for this sudden removal of their rights.
T has decided to undertake this hunger strike due to the prison denying her basic rights. Her demands to the prison are:
1 - To reinstate her library job and recreational classes, both of which she were removed from her without a valid reason;
2 - To receive all her mail that the prison has withheld from her
During her hunger strike, her loved ones have been contacting the prison daily requesting urgent medical welfare checks, during this time no checks have been made by the prison, despite claiming to family that they had done so. The prison has consistently ignored requests and have failed to address the urgency of the situation.
Since T has started her hunger strike, the prison staff, including medical staff have failed to adequately care for her physical wellbeing, they have failed to provide her with electrolytes and have continuously denied that she is even on a hunger strike. T has repeatedly been called a terrorist by guards and the decision to remove her from her library job was taken by counter terrorism police.
Take urgent action today and demand that HMP Peterborough:
- Urgently transfers T to a hospital for independent medical monitoring
- Reinstate T's library job
- Give T all her withheld mail

Dear Ralph
As governor of HMP Peterborough, I understand you are responsible for the welfare of all prisoners held at this prison. I am writing to demand an immediate transfer of T Hoxha to a hospital in Northampton Healthcare Trust.
Ms Hoxha has been on hunger strike since Monday 11th August to demand her clearly defined rights under HMPs regulations. The censorship of her mail, arbitrary withdrawal of her library job and the grossly inadequate response of officers on her wing amount to neglect of the prisons duty of care. Under 4.304 of the Prison Safety Policy Framework set out, prison staff “must make every effort to try and find out why the prisoner is refusing food and/or fluids, address the reasons for their refusal.”
Following that and the repeated failure of Peterborough prison to uphold their duty of care, I am demanding an urgent transfer of Ms Hoxha’s primary care to a hospital in the Northampton Health trust. To be clear, she is not to be moved to the prison hospital. Her primary care cannot be trusted to the prison, and her demands to end the hunger strike must be met.
They are:
1. SUPPLY MS HOXHA WITH WRITTEN CONFIRMATION OF CLEARANCE FOR LIBRARY WORK BY 'PATHFINDERS'
2. ALLOW MS HOXHA TO RESUME HER ROLE IN THE LIBRARY
3. PROVIDE MS HOXHA WITH ELECTROLYTE SACHETS IMMEDIATELY
4. RELEASE ALL MS HOXHA'S MAIL AND RETURN IT TO HER
Ms Hoxha has simply demanded her rights to fair treatment, the treatment she has received has been proven to be neglectful, intimidating and abusive.
Another Sodexo prison, HMP Bronzefield, is currently facing public scrutiny due to two deaths including a suicide, an assault, and the forced excessive lock up of prisoners. Given this, I am rightly concerned that Sodexo has a widespread practice of neglect and abuse in its prisons.
The concentrated efforts to deprive her of the right to maintain correspondence with her community, and to prevent her contribution to the improvement of your prison through work and classes is a violation of the prisons duty of care. Her physical and mental health are a responsibility of all staff involved.
Under your care, she has suffered:
- a fever
- consistent headaches
- vomiting
- jaw pain
- skin discolouration and rashes
A nurse has identified her condition to be so severe, that she is in the “danger zone”, so the immediately transfer to a hospital independent from the prison is of the upmost importance. The unfamiliarity of the extent of Ms Hoxha's hunger strike to medical staff is particularly alarming to indicate the failure of prison staff to seek appropriate medical attention for a prisoner under their care. Her care must be transferred to a hospital in the Northampton Healthcare Trust.
I am urging the prison to transfer her medical care and meet her demands immediately. I understand Ms Hoxha has authorised an explanation and information to be shared with anyone who inquires about her. I expect a full response in relation to this urgent matter and an update on her physical and mental well being.
